THE PROGRAMME
Human Resource Development Programme Phase 1 (HRDP1) is the first of two phases of European Union funded capacity building - a 13 million Euro support to the education sector of Papua New Guinea.
The overall objective of HRDP1 is to promote PNG human resource development in the education system.
HRDP1 supports the implementation of the Universal Basic Education (UBE) Plan (2010-19) and strengthens the Education Sector Wide Approach (SWAp) a.k.a. Education Sector Improvement Programme (ESIP).
HRDP1 focuses on 3 Key Result Areas:
Result Area1
Result-Area 1 supports improvement of edcuation system management in PNG:
• medium-term planning and budgeting,
• sector monitoring and evaluation,
• public financial management,
• procurement and
• overall communication.
The core activity is aligning the many existing initiatives to a cohesive whole.
Training materials are developed to build the capacity of the system and its officers at National, Provincial, District and School Level.
HRDP1 will ensure that existing studies, research and programmes are respected wherever possible, to avoid duplicating work.
Result Area 2
The core focus of support is to strengthen the capacity of Teacher Training College (TTC) Lecturers:
• Formulation of competencies of TTC Lecturers
• Training Needs Assessment (TNA) of TTC Lecturers
• TTC Lecturers Skills Development Programme
• Quality improvement of pre-service teacher training
11 TTC, members of the Teacher Service Commission (TSC), are in the focus of these activities.
Result Area 3
Result-Area 3 addresses the demand for teachers in educationally under-serviced communities and supply of classrooms and dormitories at TTC (infrastructure support):
• 250 HRDP1 funded scholarships for student teachers
• 220 teacher graduates in 2013 (Education Diploma)
• 18 new classrooms at 3 TTC (2014)
• 250 new beds for student teacher at 3 TTC (2014)
